Traffic Management Services

Europe-Wide Traffic Management Services provide guidance to the European traveller and hauler on the condition of the road network. They detect incidents and emergencies implementing response strategies to ensure safe and efficient use of the road network and optimise the existing infrastructure for all transport, including across borders.

The objectives of this activity are:

  • to alleviate all sections of the TERN that suffer unnecessary delays and safety problems; and
  • for all major border crossings of the TERN to have adequate traffic management plans in operation confronting unexpected events such as weather conditions, strikes, holiday peaks and major sporting events. This will also induce a positive BCR (benefit cost ratio).

Equipping critical TERN elements and accident black spots (e.g. tunnels, bridges, mountain passes, large congested areas) with adequate ITS and providing ITS services at locations and areas on critical road segments will lead to quick wins in terms of safety and road efficiency. Benefits on a Europe-wide scale will be derived by addressing issues that serve cross border areas and long distance traffic.

Regional studies and the deployment of Traffic Management Services will be performed benefiting from the experience gained in MIP I and the results of the EasyWay European Study on Europe-Wide Traffic and Network Management and Co-Modality. Projects in this activity will focus on:

  • The enhancement of safety and mobility to reduce travel times and operating costs;
  • Speeding up the diffusion of information on traffic events within Europe;
  • Increasing collaboration among European traffic actors;
  • Involving different modes in Traffic and Network Management (co-modality);
  • The removal of bottlenecks for the logistics and freight sector;
  • Establishing and optimising national strategies and TMPs (e.g. extension along Danube corridor VI and linking the LDC German Initiative with existing CBM-arrangements (Oberhausen-Arnhem, Köln-Eindhoven), linking these up to establish international strategies;
  • Assisting new Member States to establish appropriate traffic management strategies and systems, by the introduction e.g. of dedicated thematic workshops, working groups, publication of best practises;
  • Establishing improved national and regional strategies including urban interfaces;
  • The deployment and implementation of ITS systems (e.g. re-routing, speed control, ramp metering) on the road network to reduce accident rate, travel time, operating costs and climatic damage;
  • The implementation of ITS systems to enhance the efficiency and capacity of:
    • TMPs;
    • Information services by VMS;
    • Ramp Metering;
    • Hard Shoulder Running;
    • Traffic Information Services,
    • Parking areas;
  •  Improving interfaces with policy, emergency services and the e-call initiative; and
  • Enhancing driver compliance, especially for truck drivers.
