Deployment Guidelines 2012

The main scope of EasyWay is to improve the situation on European roads, concerning safety, mobility and environmental impact, by deploying harmonised ITS services for the European traveller and haulier. As European cohesion and coordination should be guaranteed in the ITS deployment, considerable efforts have to be made on the establishment of a common framework for this deployment.

The key tool in this process is the implementation and use of common Deployment Guidelines for coordinated deployment activities in countries, regions and Europe-wide. During the first phase, EasyWay through European Studies has developed a range of Deployment Guidelines to foster best practices in Europe. Within the second phase of EasyWay, partners have launched a substantial enhancement process for the first generation of EasyWay Deployment Guidelines. Now the first draft of the 2012 versions of the Deployment Guidelines is available and ready for the formal Member State consultation and external stakeholder participation process. The timeline for the formal Member State consultation and external stakeholder participation process is highlighted briefly in the following list. More information to the process and the specific phases can be found in the explaining documents within below packages.

  •   1 Jan  2012 -  30 Apr 2012: Consultation and participation period
  •   1 May 2012 - 14 Sep 2012: Amendment/improvement period
  • 15 Sep  2012 -   6 Oct 2012: Circulation of improved Guidelines for final enquiry
  •   7 Oct  2012 -  31 Oct 2012: Finalisation of the 2012 Deployment Guidelines
  •   1 Nov  2012 -  19 Nov 2012: Adoption of the Guidelines within the Member States
  • 20 Nov  2012: Decision in the EasyWay SPB

In the following, the set of all in all twenty Deployment Guidelines and supporting documents can be downloaded in three separate ZIP-files according to the service domains addressed in EasyWay: Europe-wide Traveller Information Continuity & Co-modality (TIS), Europe-wide Traffic & Network Management & Co-modality (TMS) and Freight & Logistics Services (FLS). Each of the three packages contains the Deployment Guidelines of the addressed services as well as the introduction and supporting guidelines. Furthermore, a descriptive document explaining the consultation process itself as well as a Log-file on which MS and External Stakeholders provide feedback within the process is included. Therefore each package forms a self-contained bundle which can be downloaded separately.
